Does anyone know how to Disable outlook blocking email
attachments

but only from some people.

Tools-> Options-> tab Security-> option Do not allow attachments...

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
