disable mouse running program without click

How do you turn off the feature of the mouse running a selected program icon
or menu without the user clicking the mouse? In other words, I want to
disable the cursor from resting upon something and automatically running it
after X seconds.

Check your Mouse settings. You have X=mouse or something like that turned
on.
