Disable Headers & Footers when printing

I have a web page which users will print. I don't want the headers and
footers to print (ie date, url and date).

I know I can go into page set up in IE and change headers and footers, but I
don't want all users to have to do this.

Can this be done?

I am using Windows XP and FrontPage 2000.

It has to be done by individual users in IE, or their browser of choice.
