I don't understand your question. This is behavior as designed. If you are
sending a fax from the Fax Wizard, then by definition you are sending a fax
on a cover page. So it makes no sense to disable it.

When using Word and sending a fax (with a cover page already created as part
of the Word document) the Fax Wizard starts automatically.
Until recently it was possible to permanently disable the cover page.
Microsoft then updated the software and now the cover page has to be disabled
with every use.
Hope this explanation clears up any confusion.

I've seen no updates to this software. I have never been able to deselect
that option permanently.
