Disable Drag&Drop

I've question about drag&drop. I would like to disable it or make it almost
impossible to move unintentionally whole subdirs. Is there a registry
setting, or policy for it?

User habit is one solution. If one always does r-click-drag you will
be prompted. Not perfect, but it works.

hahaha, yeah, user habit is the problem. The most perfect solution would
be to replace the user. But is there a technical solution to this
problem?

Yup, a User upgrade helps. :-)
Took me some while to train myself let alone typical users.

There may be a solution, but I do not know of one at the OS level.
Alternate tools can help. Some replacement file managers have
options for altering the behaviour of drag-n-drop actions and many
other operations.

Defaults to 4, AFAIR.
