Disable connections

Is it possible in winXP to disable all internet connections (expecially
modem dial) only for some users and make them enabled for other users?
I'm sorry for my english, I hope you can understand the question!

Only possible solution for the dialup connections is when you setup the
connection select "Save this user name and password for the following
users:" and select "Me only".
