I have a Windows 2003 Small Business Server and am using Terminal Services.
When the users are inactive for approximately 15 minutes, their session will
lock and require them to put in their password. Is there a way to disable
this per user or for all terminal services users?

Since SBS2003 doesn't support Terminal Services, I assume that
your Terminal Server runs on a different server than your SBS2003?
Anyway, disable the password protected screen saver in Terminal
Server sessions.

This setting can be found in Computer configuration -
Administrative templates - Control Panel - Display

Configure this in a GPO which is linked to the OU that contains
the Terminal Server and use loopback processing of the GPO with
the Replace option.
