Disable Address Toolbar in My Computer

I am work for a school district and am trying to disable the students
internet access. I can disable internet explorer, but the student go into
my computer and type the web address in the Address Toolbar. Is there a way
to disable the toolbar using a group policy? Thank you for any responses.
 
I solve that problem redirecting the users to a fake proxy server and
block this option, the users can't change the proxy server.
The group policy that you need to change is:
For fake proxy configuration.

User Configuration -> Windows Setting -> Internet Explorer
Maintenance -> Connection -> a) Proxy Settings = write a fake proxy
b) Automatic Browser = Disable the check of Automatic
Detect.....

To disable chaninging proxy settings
User COnfiguration -> Administrative Templates -> Windows
Components -> Internet Explorer -> a) Disable changing proxy settings =
Enable
b) Disable Automatic Configuration settings
= Enable
