Dirty flag on partition

A friend created two NTFS logical drives on his new computer with Partition
Magic. The first is marked "dirty" and CHKDSK runs on every boot and finds
no errors. We have deleted and recreated the drive but it is still marked
dirty.

How can we fix this?
