DirectX 9.0b error

When I run the DirectX Diagnostic Tool an error occurs:

This application has failed to start because netdtect.dll was not found.
Re-installing this application may fix this problem

What does this mean and what application would it be referring to?

Actually, that link if for that error while upgrading to SP1.

Do you have a CNet network adapter?
