DirectX 9.0b assistance

Assistance is needed. I removed an old Savage4 8MB/RAM
video card and replaced it with a GeFORCE FX 5200 AGP
128MB/DDR. Since replacing the video board, I have NO
DirectX video functionality. Using the old S4 I had
DirectX functionality , but the board did not have
sufficient RAM to accomodate the games being attempted.

Hardware profile:
IBM PC-300GL model 6563
PIII, ~490MHz 256MB RAM
Windows 2000 Professional (5.0, Build 2195) Service Pack 4
DirectX 9.0b (4.09.0000.0902)

Steps I have taken:
1) I have loaded the most recent drivers from
http://www.pny.com (video adapter manufacturer)
2) Changed the monitor drivers to Super VGA 1024x768 @75Hz
3) Downloaded the 9.0b version of DirectX from MS.com
4) Device Manager indicates no problems
5) I've run dxdiag, Display tab indicates no problems,
however,
running "Test DirectDraw" produces the following message:
DirectDraw test results: Failure at step 5 (User
verification of rectangles): HRESULT = 0x00000000 (error
code)
running "Test Direct3D" produces the following message:
Direct3D 7 test results: Failure at step 32 (User
verification of Direct3D rendering): HRESULT = 0x00000000
(error code)
Direct3D 8 test results: Failure at step 32 (User
verification of Direct3D rendering): HRESULT = 0x00000000
(error code)
Direct3D 9 test results: Failure at step 32 (User
verification of Direct3D rendering): HRESULT = 0x00000000
(error code)
