DIRECTORY NOT WRITABLE

I am using windows xp home edition. While trying install
oracle 9i. I faced a problem 'Error in writing to
directiory c:\document and settings\Owner\Local
Settings\TEMP\OraInstall. Please ensure that this
directory is writable and has at least 25 MB of disk
space. Installation cannot continue.' I have 27GB disk
space left.

1. The installation package may be defective.
2. If you upgrade from an older version, retry after you have
completely removed this version. Uninstall it and then also scan the
Registry for leftovers pointing to the program and delete this as
well.
