dimmed "Standby" button & wavey "Scroll" function?

The "Standby" button visible during shutdown is dimmed & not functioning
Another (I believe related) when I use "Scroll" function it is not smooth or "wavey"
How do I correct this?
 
The Standby button will become available once the correct video
card/adapter drivers are installed. It will appear when you click
Start > Turn Off Computer...

Visit the support website of the manufacturer of your video card or
video card adapter, search for the latest Windows XP compatible
drivers, download and install them.

If you have a notebook computer, visit the website of the manufacturer
of your notebook computer to obtain the video adapter drivers.

Then right-click on your Desktop and select:
Properties > Setting and adjust your Screen Resolution
settings, then select "Highest (32 bit) Color Quality setting,
and click "apply".

i have had the scroll problem many times after
reinstalling, but it sorts itself out after a while. It
seems that smooth scroll has to configure itself to the
speed of your machine, or something.

You have lit up buttons? - I must get one!!
