Yes, provided you have a printer that can handle this size.
It would be better to use a program intended for print applications, if you
will need to use smaller paper pieced together for the signs (tiling).

I'm new to this format and came from CAD which can be dynamically resized
manually or programmatically so yes, I'm concerned with proportionality
because its my understanding that the slides are static in this context,
i.e. can be resized at design-time but are static at run-time. Its really
going to become a matter of learning what software is used to play back the
slide(s), what software can be used for playback and whether for example
they are embedded in a Silverlight application and so on.

By static I mean they may not be resized dynamically while retaining all
proportionality as vector file formats may be resized. I don't think
Silverlight supports PPT native file format but it should. In fact the
Silverlight control should be made to support PPT. IMO if Microsoft were
really brilliant making it possible for PPT to be used as a Silverlight
content generator would be a real leap ahead of any competition from Adobe.
