Different Scroll Bar Problem

I have noticed that the scroll bar gets "stuck". I can use the mouse to
scroll down a page, but as soon as I let go of it, it jumps back up to a
previous place on the page.
If I click somewhere on the page and then back on the scoll bar it seems to
work ok. It doesn't do this all the time, and I've never noticed this
2-page-jumping everybody is talking about.
Is this the same problem...i.e. the "security" update? Or is it something
else?

No, that's not the scrolling problem caused by the Q824145 patch. I'd be
looking for a parasite with these programs (in this order)
