Hello, is it possible to apply different policys to the same user depending
on the server where he connects?
Is there a policy or any other way to prevent users to close their ts
session and make them log out instead?

Yes. Put the servers in different OUs, create separate GPOs linked
to these OUs, and apply "loopback processing" of these GPOs, with
the "Replace" option.

Preventing the user to close (= disconnect) the session is not so
straightforward. I find that the best way is user education, in
combination with resetting disconnected sessions immediately, but
if that works for you depend on your specific needs.
There is a registry hack to disable the "Close" button, but
remember that you never will be able to completely stop users from
killing the connection.

I agree with Vera and want to add more cents here:

Here are four ways to terminate a disconnected session. However, keep in
mind that any data in any running session applications will be lost. All
these methods require you to be logged onto the Terminal Server as an
administrator (unless the session you are disconnecting is your own).

1. Run Terminal Server Administrator, select the disconnected session and
reset it.

2. In Terminal Server Connection Configuration, you can set a global option
(in minutes) under a connections Advanced properties for Connection
Timeout. This option is off by default. If you set a value here, a
disconnected session will be terminated when the specified time elapses.
Setting a value here affects all new users on this connection.

3. In User Manager, you can set the same connection timeout value on a per
user basis.

4. At a command prompt you can use the RESET SESSION command.

HTH!
