different Image controls?

I have some images in a Word 2002 document and one give me trouble in doing
what I want to it.

I just noticed that whereas my other images (all within a frame) have
anchors (when selected) that look like 4 dots at each corner and the usual
ones in the middle of the sides and tops, the troublesome one has small
clear circles where the black dots are on the others. I assume it was
inserted in some different way. What do the circles imply and how can I
convert this image so it has the same black dots the others have?

(By anchors, I mean the things you use to enlarge or reduce the size of the
image).

Black square sizing handles indicate a graphic formatted as In Line With
Text. Circular white sizing handles indicate a "wrapped" ("floating")
graphic, which is in the drawing layer. If you want it to be inline, click
on it, which will display the Picture toolbar, then choose In Line With Text
under Text Wrapping (dog icon).
