Different frames per second setting

Movie Maker 2.1 seems to offer only certain combinations of
quality, size, and frames per second. Is there any way to get
different settings?

For one particular case I need 320 x 240 at 10 fps. Movie Maker
offers only 15 and doubles every other frame, leading to an
unnecessarily jerky display. How can I force Movie Maker to
output at 10 fps?
