different backgrounds for multiple users

When I first started using windows xp, I was able to create different
backgrounds for multiple users in my household. Now when I change my
background it changes 3 out of 4 users background to the same one as mine. I
don't know if this is a glitch in xp that can be fixed, but comments or
support would be appreciated.
