In some cases they do similar things, in other cases different.
Replmon is a tool to generally look at replication and keep an eye on the
progress. It would be a tool to help ensure replication is healthy in the
environment.
Repadmin can be used in the same way (minus the UI - it is all command-line)
but repadmin also has a lot of switches that can be used to control
replication. Too many to name here I'm afraid, but check out the
documentation on it or just do a quick: repadmin /?
So in short, when you're doing a task check out which tool has it, and use
whichever one you prefer if both can do the task.
