Difference between Mandatory and All Users profile in XP Pro

I've just watched the Nuggets video by Todd and this one part confused me.
Does anybody know what the difference is between the 2 profiles? Seems to me
they are both changed only by the Administrators and all users have them both.

Not seen this, but a Mandatory profile is just a standard profile with the
extension changed to .man

Effect is something like having a readonly user; any changes you make to the
user-settings are lost at next reboot. Needless to say, for most purposes
this is not particularly useful!

"All Users" is a special profile which contains desktop-shortcuts and
program-settings which apply regardless of who is logged-on. Other parts of
the profile are mostly nonfunctional. Its purpose is to give programmers a
way of presenting icons, etc. without having to do this repeatedly for every
user.
