Is there any way to keep color coding and categories intact when migrating
from Outlook 2003 to 2007?

If you have opened your old PST file in OL07, right click on the top
folder (Personal Folder), and choose Properties/Update to Color
Categories. That should add all the categories being found in any of
your items back to the Master Category List.
