This URL has a link to a site (http://www.dialerdoctor.com/down/down.htm)
where you can download DialupWatcher, which checks every two seconds to see
if your dialup phone number connection has been changed. It is not clear
whether this program is freeware or not. AFAIK there are several well known
programs including Spybot and Spyware Blaster, which deal with this problem.
