dialup windows shows up whenever i start any internet application

on my system dialup windows shows up everytime when i start any
internet application. before it dont used to happen. like to want to
view a locally stored page in IE or FF or even when i open Adobe
Acrobat profession or getflash download manager.

cant the windows let me open these applications in offline mode and i
can switch to online when i needed instead of bringing annoying dialup
windows that i dont need at time.s

System restore to a time before this happened ?

Try this:

Start
Control Panel
Internet Options
Connections
Remember what is set (so you can put it back, if you want to)
Select "Never dial a connection"
