Uh, Telnet? That is a terminal emulator. Uploads and downloads are done with
FTP (ignoring HTTP, UUCP and the like for the time being). I wasn't aware
that Telnet (and HTTP, FTP, UUCP, et al) had speed limitations other than
that imposed by the media it ran across.
Modems have limitations. A 56K modem will achieve 56K only in laboratory
settings. In the real world, a 48.8K connection is considered respectable.
A WinModem definitely imposes a penalty, especially if you are running a
lower-end processor and/or you're choked on physical memory. The more tasked
the processor and physical memory, the worst the performance. WinModems
depend heavily on the computer to do all the real work - the modem itself
only handles the telco side of the equation. (Okay, I'm oversimplifying.
