Dialogue pop-up boxes in 'my documents'

how can I shut off the pop-up boxes that appear each time the arrow touches a
file or a folder?

How to remove pop-up descriptions from desktop icons:
Open My Computer, Click Tools - Folder Options - View tab, and uncheck
this option:
"Show pop-up description for folder and desktop items"
