How can I get rid of that annoying information box that pops up everytime I
pass over an internet site or just a file.

In TweakUI > General disable the "mouse hot tracking effects". TweakUI
is available from
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx.
