dialing rules by modem instead of computer wide?

is there a way to configure the dialing rules based on modem? for example, i
have two phone lines from two countries (one uses voice over ip). i have the
rules set up to route all u.s. calls on one modem (default location) and i
would like all other calls to route over the VoIP line/modem. unfortunately,
when the fax server places the international call it uses the US dialing
rules instead of the other country's.

does anyone know how to set this up?

Hi MR,

The dialing rules may not be enforced based ona a configfuration issue. See the following

The other thing is to make sure you have updated drivers for your modems from the vendor
for Windows 2000 (if that is your OS). The most frequent cause of not following the dialing rules
are driver related.
