Dialing Properties

I've got about 2000 contacts in Outlook and I'd like to
dial them from my PC, however to get an outside line I
need to put a 9 in front of the number.

I've tried setting the Dialing Properties to show a 9 when
calling outside lines this this doesnt seem to work.

Any suggestions what am I doing wrong.
 
Right click on a contact, select Call Contact - then edit your dialing
properties to include the required 9 for an outside line.
