Dial-up question

Both my wife and I are users on our home P.C. If she is
connected to the Internet (we still are predominantly
dial-up in our part of the world) and switches over to
me, we get a message box that asks if we want to close
the connection and can make that choice.

If I am the user that is logged on and I try to switch to
her, the connection is automatically disconnected. It
used to be the case that I would get the same prompt that
allowed me to choose whether I wanted to disconnect or
not.

How do I get that prompt to appear before switching users
so that we can better manage our dial-up connection.
