I have a cable connection, but every time I launch ie or outlook or msnger
etc.., the (phone) modem starts dialling up. How do I stop the dial-up so
as to allow the cable to function without interference, and not deleting the
(phone) connection/icons.

Change Internet Options> Connections to Never Dial.

I don't know what msnger is. Messenger? If yes, check its connection
settings too.
 
...and where to I find the tab for 'Changing Internet Connection'? In IE or
Network Connections...?

Internet Options can be found in Control Panel or you can get to it by
using the Tools menu in an Internet Explorer window. Internet Options has a
a page devoted to Connection settings.
