Windows XP doesn't have a separate "dial-up networking" component the
way that Windows 95/98/Me do.
To create or modify a dial-up connection, open the Network Connections
folder. One way to do that is to go to My Computer, right click My
Network Places, and click Properties. There are also several other
ways.
