dial-up modem option in New Connection is unavailable

I have re-installed Windows XP (not installed SP1 at this
stage as I dont have the disk) but when I try to create a
Network Connection, using dial-up the option is greyed
out. I have looked at the MS knowledge base article
320558 regarding the deleteing of the entries within the
registry but still have no joy in making a network
connection.

When re-installing XP, have used the option to Upgrade
but have not used the option to install new Windows. A
bit reluctant as I may loose data, but not sure what data.

Any other thoughts how I can get my dial-up option
available.
