Dial Up Disconnects When Switching User

On Vista Home Basic when connected to the internet via dial up, I get
disconnected when I switch User Accounts. Is this normal? What can I change
to stop this?

Windows has been this way by design for a long time. Dial up is not
meant to be an always on connection. Get broadband for that.
