Dial-up connection problems!!!

I'm using dial-up connection with Windows XP Home Edition. I'm getting a connection, but I can't connect to any websites. Two friends of mine got the same problem with XP. Another friend of mine had the same problem, but with Windows 2000. I fixed that problem by unchecking 'Use dialing rules'. How can I do the same in XP, or should I do something else??

Im having exactly the same issue I think, and just posted
it. I am getting a connection, but a link is supposed to
be created, and its not happening.

I also have a couple friends that are having the same
issue and two of us including me have had 2 different
technicans come to assist and failed to work it out. The
one who came to my house, was able to use my modem on his
laptop with win xp professional but not with my computer
win xp home ed with service pack.

he tried all that pinging stuff...and couldnt work it out.
Nor could the other technician.

Microsoft please help!
