Dial up connection and Remote Access Connection Mamger Service

When I use the New Connection Wizard and get to the Internet Connection tab,
the only option available is "Connect using a broadband connection..."
I need a dial up connection.

When I go to Internet properties and Connection tab I get the Cannot load
the Remote Access Connection Manager service. Error 711.

I have downloaded the fix from Microsoft and done what it has said, but that
doesn't fix the problem either. I also get a Error 1086 and have done the
same.

I have also had an Error 1058 and anything I read on the net seems to
suggest that that has something to do with Windows NT.

Can anyone help me, please?

understand more what the problem is. I have upgraded from Windows XP Home
to Professional. I have always been vigilant about doing Windows updates.
I used a Windows XP Professional disk that is over two years old. I suspect
the problem lies somewhere here. The modem works as I tested it using my
dial in number, and it came back with a positive result.

One of the knowledge base articles says to install SP1, which I can't do
without an Internet connection.

While I suggest you upgrade to SP1 and install all the Critical Updates, you may also follow the Workaround part given in Q329441, which states:

If you cannot reinstall SP1, verify that the Objectname string value is set to LocalSystem in the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan

After you do so, delete the following registry subkeys. These subkeys on a Windows XP-based computer that does not have SP1installed can cause the symptoms described earlier:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan\PPP\EAP\25
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan\PPP\EAP\26
