I am unable to start a new connection for dial up
modem after re-installing XP Professional. The only
internet
connection option avail is broadband.

The service Remote Access Connection Manager will not
start due to dependency failure...I cannot manually start
this service; I can't find a dependency that's failed.

Any ideas on what's missing?

You will need to either reinstall XP SP1 or delete the two
keys mentioned in this article and then reboot and you will
probably have your Dial Up connection back or will be able
to create a new Dial Up connection.

Be advised that you will then need to reinstall the XP SP1
and all subsequent critical updates including the one that
protects you from the RPC vulnerability that was exploited
by the msblaster worm. So you better have the XP ICF or
some third party firewall enabled before you go back on
the Internet to start downloading all of the critical updates
again. In Internet Explorer, you click on Tools at the top
and then click on Windows Updates.
