dial up and cable configuration

Is it possible to set up a single computer which can gain
internet access via cable modem when the network cable in
connected to the network port and then automatically
access the internet via dial up when the network cable
modem is not connected.

Yes, it is. In Internet Explorer, click Tools | Internet Options |
Connections and configure it to dial whenever a network connection
isn't present. Then, click your dial-up connection and click Set
Default.
