Dial up adapters

I tried to go from XP home to XP pro. in doing so I was
not able to connect to the internet via a dial up
service. The reason for this is I was not able to set up
with the wizard a dial up adapter. I kept getting a 711
error and was denied access when trying to start my Remote
access connection manager. Any ideas on how to resolve
this problem
