Dial-in tab missing from user properties in MMC

I'm running W2K AD and have the W2003 admin tools installed on my XP
workstation. When I open (on my workstation) AD Users and Computers, then
open a users account properties to change their dial-in permissions, the
properties tab labeled "dial-in" is not there. I'm forced to termserv iinto
my domain controller (where I do see the dial-in tab) whenever I want to
enable/disable dial-in access for a user. I've already turned on "view
advanced features" and "view users, computers, and groups as containers" on
the MMC on my workstation, but still cannot see the dial-in tab. I've also
tried this on more than one workstation with the same result. Is there a way
to fix this?

Any help is greatly appreciated.
