Dial-in Domain Controller

I have a High School network. I have a remote Island
school that needs to dial-in to this High School network.
They are all on the same domain. Right now I have a
Windows 2000 Domain Controller at the Island school
dailing in to a windows 2000 server at the High School
(running RRAS). The Island Windows 2000 DC uses ICS to
allow the students to access the High School network.

Is this the best way to do it? How would I setup AD Sites
and Services since the Modem side of the Island DC has a
High School IP address and the LAN side has a Island IP
address. Both show up in DNS.

(Island 192.168.x.x (Windows 2k DC))<dial-up>(High School
152.157.x.x)->Internet
...
 
Its both side also have static public IP?

If yes, create 2 sites and include the public IP for the
related site. Make sure you got the entry for DNS server.

DC will try to find the another site if you confgiure
correctly - if you have 2 interfaces then it will try to
connect 1 by 1 (if 1 interface no respond then it will try
second 1).

If can maybe you create another subnet for another DC.

Also make sure your firewall allow the connections from
both side.
