Getting numerous "This Address Already in use" msgs.
on the dhcp server(W2k) we have "Conflict detection
attemps" at 2. Still we get these msgs.

Any suggestions?

Double-check your address pools and lease times, and then
verify that any static IP's (possibly laptops or servers)
are excluded. If you company has any waps (wireless
access points) or subnets make sure they DHCP from a
seperate pool.
