Most people use split scopes for DHCP fault tolerance. Microsoft seem to
recommend the 80\20 rule where you have 80% of your addresses on one server
and the other 20% on the secondary. http://support.microsoft.com/?id=280473

The DHCP service can be clustered, or as Simon states,
scopes can be split across multiple servers, so long as
each DHCP server is given a unique, non overlapping range.
