DHCP Windows 2000

I set up a windows 2000 DHCP server for an ISP and it
worked like a dream for a week. Then they changed their
router between the customers and the DHCP server. Now
the DHCP server will only lease out about 100 of the 254
available addresses, the highest number leased is like
115 with some gaps, but exactly 100. There are no
exclusions or exceptions and about 50 of their customers
do not recieve valid ip's, then they eventually get one
when another one drops? What could be the problem, it is
working fine for about 100 clients?
 
You may want to set the dhcp lease period lower, the
router may be retaining these IP's and the 2k box may not
see them being released when the client disco's. If this
is a dial up ISP set the lease period for 24 hours.
 
Well, they updated the IOS on the router and it started
working correctly, they did drop the lease time before
updating the routers IOS. I still do not understand what
the problem was, but a Cisco person said that they have
seen that before. Very odd!
