DHCP Server Value won't release on Win2K PC

I have a consultant who wants to hook his laptop on our
network and get internet access. His Win2K laptop will
not pick up an IP from our DHCP server. When I do
IPCONFIG /ALL it shows all 0's except for the DHCP server
value, which still reads his ho0me LinkSys router as the
DHCP server. I tried ipconfig /release but it says it is
already released. I can't make it get an IP address.
Any ideas? Someone must have seen this before.

Edit his registry and delete DHCP server address, give him static address
etc, but under the hood it might be winsocks and TCP/IP stack problem.
