DHCP Issues (Ugh...)

My problem is this:
I'm on a wireless network, and the computer in question
here needs to use DHCP to connect properly. There is
another computer on the network sharing an Internet
connection. This computer has a manually set IP of
192.168.0.1, with a subnet of 255.255.255.0. The rest of
the computers on the network use DHCP.
Most of the time, my network works fine, and there are no
issues. Occasionally, however, the DHCP stuff on this
computer (Windows XP Home) will just completely mess up.
Rather than assigning something generic such as
192.168.0.131 or something else in that range, it will
assign what appears to be a completely random IP
somewhere in 192.*.*.*. The subnet will be changed form
255.255.255.0 to 255.255.0.0. This effectively makes
network communication to and from this computer
impossible.
This has happened a couple of times before, and I've
never been able to figure out what exactly I did to fix
it. Anyone have any suggestions?

Is the "random" IP address actually 169.254.x.x? If so, it means that
the computer isn't able to connect to a DHCP server to get an address
assignment.
