XP does not contain a DHCP server service except as part of the ICS
(Internet Connection Sharing). If you enable ICS it will automatically start
a DHCP service and assign IP address to your clients.
If you do not want to use ICS, you will need a server - Windows 2000 Server,
Windows Server 2003, NT to run DHCP server.

Why do you want to set up a DHCP host? There's usually no need to do
it on a Windows network. Internet Connection Sharing has one built
in, as Marc Reynolds said in his reply.
