microsoft post a solution at there for disabling auto
ip-address generation, but, even after i follow the
instruction and edit the registry i still can not get the
machine. this a clean installation of XP
the ip that is generated is 169.254.x.x, change nic, and
disable the on board

Have you tried swapping out network cables? network cards? hubs/switches?
Can other clients get IP addresses from DHCP?
If you statically assign your computer a IP address, can you ping the DHCP
server?

Thanks,

Yes other computer on the network can ping and get up from
the dhcp, i can take the cable from one machine that is
working and still npthing happens, base on the notes from
microsoft site this should have corrected the problems, the
nic i'm using is by intel and 3com

have you checked that the DHCP Client Service is running on the workstation
?

It should be started by default but will cause this sort of behaviour if
someone has changed the startup mode or the service fails.

just did, as a matter of fact i also reformat the drive and
reinstall windows and take the cable from a working system
