My DHCP server on my windows 2000 server will not start.
In event viewer I will see and error relating to 1067
error. I have tried to uninstall the DHCP service and then
reinstall the software. This had no effect on hte error.

Did you change the permissions on the C: drive? By default, the "Everyone"
group has full rights to C: drive. Check the current permissions and
restore them to defaults (or at least add permissions for the SYSTEM
account).
