DHCP Client Service crashes when downloading @ high speeds

I'm capped @ 1.5 mbits/second. Whenever i'm transferring
at high speeds through DCC or other peer to peer networks,
windows'll freeze, unfreeze, freeze, unfreeze, and repeat
until i loose my connection, then i need to restart the
dhcp client service until it'll let me back online. i've
tried v1.3 and 1.8 drivers of my Fa311 netgear nic,
version 2.18 and 2.20 of firmware on my DI-614+ router,
and i have win xp pro sp 1 and all the hotfixes. I talked
to netgear, dlink, and comcast who all say everything they
are meant to do are being done, therefore i can shut up.
It succckss. so any help is greatly appreciated. Thanks in
advanced.
 
The DHCP Client service has nothing to do with file transfers. What errors
are being generated in the event log?
 
Wait, i lied, there is one:

Your computer was not able to renew its address from the
network (from the DHCP Server) for the Network Card with
network address 0002E3152AC5. The following error
occurred:
The semaphore timeout period has expired. . Your computer
will continue to try and obtain an address on its own from
the network address (DHCP) server.
 
then open netstat and or fire up a network monitor and check whats running
on your PC when these problems are occuring. DHCP client has nothing to do
with file transfers so you will need to capture more details on whats
happening.
 
Ok so you have a DHCP problem.

Are you directly connected to the Internet or are you behind a Linksys type
router device?
 
I am using a Dlink DI-614+ router. Wired.
